Thomas F. Panza CEO | PartnerThomas F. Panza is an AV rated attorney with an extensive litigation, regulatory and governmental affairs background. His wide-ranging experience includes the practice areas of health care, insurance, educational, procurement, employment, and environmental law.

He is a member in good standing in the federal and state bar systems and is a member of the Administrative Law, Business Law, Health Care Law and Trial Lawyer Sections of The Florida Bar, the National Association of College and University Attorneys (NACUA), the American Health Lawyers Association (AHLA), and the American Bar Association. He is a certified arbitrator with the American Arbitration Association and has been qualified as an expert in federal court on the topic of Health Care Administration. Mr. Panza is also a member of the Florida Federal Judicial Nominating Commission.

Thomas F. Panza is a native of the state of Florida. He earned a B.A. from Florida State University, a J.D. from Stetson University, an M.S. in Criminal Justice from Nova Southeastern University, and an Ed.D. from Florida Atlantic University. Mr. Panza is a Martindale Hubbell A.V. rated member of the Florida Bar and has practiced law in the state of Florida since 1971. His professional experience commenced in the Dade County State Attorney’s Office prosecuting major crimes. In 1973, he went into private practice and in 1976, he founded Panza, Maurer & Maynard, P.A. His professional experience includes representing numerous Fortune 500 companies, specializing in the fields of Corporate, Academic, Administrative and Regulatory practice, including white collar crime and fraud and abuse.

Mr. Panza has an extensive governmental law and affairs background both at the state and federal levels. This representation includes public, not-for-profit, and for-profit health care organizations, universities, insurance companies, sports franchises, and high-tech corporations.

Mr. Panza has provided strategic analysis and planning for large corporations on insurance regulatory and health care issues including OIG, HCFA, Medicare Fraud, Medicaid Fraud, and federal and state audit investigations. He has negotiated settlements in multimillion dollar health care False Claims and Fraud matters pursued by both state and federal agencies.

Mr. Panza has served on various legislative and gubernatorial committees in the area of Business Regulations and Health Care, and was a member of the Florida Study Committee on Skilled Nursing Facilities, and several study commissions on the Certificate of Need and licensure programs. He has served as University Counsel for Nova Southeastern University, the 6th largest independent private university in the U.S. providing Academic law and Corporate not-for-profit advice for over 30 years. Mr. Panza has taught extensively at NSU and Florida Atlantic University, Pepperdine, New York Institute of Technology, and other universities throughout the U.S. Additionally, he has taught in the areas of governmental, administrative and regulatory law, as well as health law and health care administration at the undergraduate and graduate levels.

A strong commitment to community service is evident in Mr. Panza’s service as President of the New World Aquarium for eight years; his current position as Vice-Chairman of the Museum of Discovery and Science; his board membership with the Ounce of Prevention children’s charity; and his Presidency with the Catholic Education Foundation. Mr. Panza is also a member of the President’s Advisory Council at Nova Southeastern University; on the Board of Directors of the Florida State University Boosters; is a Florida Bar Foundation Fellow, and President of the Italian American Lawyers Association.

Mr. Panza lives in Broward County, Florida, is married to Dorothy Panza and has five children.
