Lorraine Duthe

Lorraine Duthe’s legal practice is focused primarily on federal law related to clinical research as well as healthcare quality and patient safety.  She holds a Bachelor of Science Degree in nursing graduating magna cum laude, and a Master of Science Degree in Community Health.

Her education in nursing and community health led her to the position of Compliance Officer and Risk Manager for a community hospital in New York in the 1990’s.  She decided to pursue a degree in law graduating from the State University of New York at Buffalo School of Law earning her JD in 2006 and was admitted to the New York State bar in 2007.

Mrs. Duthe held the position of Associate General Counsel for a large hospital system in Western New York for 13 years, providing legal advice on state and federal regulatory issues, fraud and abuse, privacy and immigration matters. During that time Ms. Duthe also served as health system liaison working closely with the State University of New York at Buffalo (UB) School of Medicine assisting in the development of a Clinical Research Center coordinating UB faculty research efforts on the health system campus in a number of clinical areas, developing policies to ensure compliance with state and federal regulations related to human subjects’ protections and complaint billing practices. Ms. Duthe serve on the UB Institutional Review Board (IRB) from 2012 to 2017,

Prior to joining Panza Maurer Ms Duthe was employed as General Counsel for a healthcare technology company in Florida providing advice on privacy, contracting issues, employment-related matters, and complex billing issues. Ms. Duthe served as governor appointee on the Florida Prescription Drug Monitoring Program Foundation Board of Directors from 2018 to 2024.

Ms. Duthe is currently a member of the New York State Bar, Health Law Section, the NYS Academy of Trial Lawyers, American Health Lawyers Association, and the Health Care Compliance Association.  She is certified by the Compliance Certification Board in HealthCare Research Compliance.  She is the author of “Improving Infection Control with Data: A Guide to Ensuring Quality Care and JCAHO Compliance” copyright 2003 and second edition 2006.

Ms. Duthe currently lives in Boca Raton with her cat, Ayla.
