Sylvester Lukis brings over 40 years of experience in Florida, national, and international policy and politics. As Senior Partner at Ballard Partners, he collaborates closely with firm founder Brian Ballard on strategic expansion across major U.S. markets and international locations.

Federal Government Relations

Syl's practice focuses on U.S. government relations for foreign governments and private entities, emphasizing health care, immigration, trade, tariffs, and tax matters before the legislative and executive branches. He has represented clients before major federal departments including HHS, Justice, State, Transportation, Commerce, Treasury, Interior, and Homeland Security, as well as the Office of the U.S. Trade Representative.

Prior Government Service

Syl's prior government service includes roles as Special Assistant to the General Counsel at HHS, Special Assistant U.S. Attorney in Washington D.C., and Assistant Director of a federal interagency task force at the State Department during the Mariel Boatlift. He served in the United States Air Force.
