David Childs helps clients solve government-related problems and achieve business objectives. Over 20 years, he has built expertise in water resource and energy policy, legislative appropriations, and administrative procedures.
Legislative & Policy Work
David has drafted significant legislation including springs restoration (SB 1228, 2025), phosphogypsum reuse (HB 1191, 2023), essential state infrastructure (SB 7018, 2020), transmission line siting (HB 405, 2018), administrative procedures (HB 183, 2016), and water quality credit trading (HB 713, 2013). He has secured millions in appropriated funds for clients.
David maintains relationships with the Florida Department of Environmental Protection and has shaped regulatory programs affecting developers, landowners, and water utilities — including potable reuse, collection system asset management, numeric nutrient criteria, and biosolids application.
Recognition
David has been appointed to the Florida Boating Advisory Council by Governors Crist and Scott. He is a Leadership Florida Class 35 graduate, a selectee for Best Lawyers in America for Environmental Law, and was named Florida Politics' Environmental Lobbyist of the Year in 2019.
